Since April 2025, new legal requirements under the Disclosure Scotland PVG Scheme have made it a criminal offence for schools to involve parents or carers in activities deemed to be regulated work unless they hold a PVG check. As concerns grow over compliance, cost, and capacity, AHDS is calling for urgent clarity, consistent guidance, and a practical approach that reflects the realities of school life.
In this session, we’ll hear directly from Disclosure Scotland and Volunteer Scotland Disclosure Services. They will provide an overview of what school leaders need to do now, and answer questions on the implementation of the new regulations.

4.10pm – Stewart Rafferty, Disclosure Scotland Customer Engagement Manager – Overview of the regulations, with a focus on how schools can ensure compliance when appointing volunteers directly
4.20pm – Duncan Steele, Compliance Officer, Volunteer Scotland Disclosure Services – Ensuring parent-run groups comply with regulations when appointing parent volunteers
4.30–5.00pm – Discussion and Q&A (we’ll invite members to submit questions in advance so these can be addressed within the time available)
